SYSTEMIC INITIATIVES

In addition to its complaint resolution responsibilities, the Commission carries out the duties assigned to it under section 24 of The Saskatchewan Human Rights Code, 2018. These duties include promoting research and education in the field of human rights and forwarding recommendations to government regarding matters that may assist in furthering the principle of equality.

Consistent with these statutory responsibilities, the Commission undertakes systemic initiatives to better understand broader patterns and barriers that may affect groups of people. This work may include research, public education, stakeholder engagement, and multiparty dialogue aimed at improving understanding of human rights issues and identifying opportunities for collaborative change.

Why This Matters

While individual complaints address specific concerns, systemic initiatives help identify broader barriers and opportunities for improvement before they result in future disputes. The Commission’s systemic work is intended to complement, not replace, the complaint resolution function. By identifying recurring issues and engaging stakeholders on potential solutions, the Commission seeks to promote greater understanding and reduce barriers before they become formal disputes.

 

EQUITABLE EDUCATION FOR STUDENTS WITH READING DISABILITIES

In 2023, the Commission released Equitable Education for Students with Reading Disabilities in Saskatchewan’s K to 12 Schools: A Systemic Investigation Report. Since its release, the Commission has continued to engage with families, educators, school divisions, the Ministry of Education, and other stakeholders regarding developments in literacy education and supports for students with reading disabilities.

An interim update is scheduled for release in the 2026-27 fiscal year. The update will outline progress to date, identify areas requiring further attention, and support continued discussion regarding equality and accommodation under the Code.

 

STUDENTS WITH INTENSIVE NEEDS

During 2025-26, concerns were brought to the Commission regarding the exclusion and partial exclusion of students with disabilities from schools across Saskatchewan. These concerns raised questions regarding equality and the duty to accommodate under the Code.

The Commission began engaging with Inclusion Saskatchewan, families, educators, and other stakeholders to better understand exclusion practices and the human rights issues they may engage. This work included a virtual Town Hall, co-hosted with Inclusion Saskatchewan, and a presentation to principals in the Northwest School Division.

As this initiative develops, the Commission will continue to gather information and examine the issues through the framework of the Code. The work will focus on improving understanding of potential systemic barriers and identifying opportunities for education, collaboration, or recommendations consistent with the Commission’s statutory responsibilities.
